Are users allowed to post multiple reviews for same show? Issue with declined contribution for review deletion.

My thanks to anyone who can help me figure out this kerfuffle.

I noticed multiple reviews from the same user for the same show (user: markleith-75442, show: Evil Lives Here). The reviews are posted on the same date, both 4-star, and utilize the same run-on sentences and grammar issues (indicating the same user). By going to the profile in question, one can clearly see both reviews. I reported one of the reviews on February 17 as a duplicate and said, "The user markleith-75442 wrote two different 4-star reviews on October
24, 2019. The reviews are not exact in wording, but they are both from the same user with similar wording with the same star rating on the same date." Just today I checked on the status of the contribution, and they declined it with the reasoning:

ReasonFactually incorrect.

Your contribution has been declined. We believe your contribution contained factual inaccuracies.

I double-checked everything today. Sure enough, not only are there double reviews from this user on this show, there are double reviews for another (Too Old to Die Young). On the user profile, it shows exact duplicates (word for word). On the show reviews page for Evil Lives Here, however, it shows two different reviews by the same user on the same date (one called "Smell the Coffee" and the other named "Unbelievable"). I didn't realize this was allowed and would have liked more explanation. I have screenshots of everything (the user profile in question, the contribution information, etc.).

Does anyone know why multiple user reviews are allowed for the same product, and when this started? Now how do we judge what is a duplicate to report? Thank you.

Edit: The contribution in question is #200217-052233-296004.

I certainly see 2 pair of reviews.
https://www.imdb.com/user/ur59152656/reviews

But on this title's review page, I only see 1 at a time, depending on how I sort, and it only shows 1 review despite saying there are 2:

For the other title:

Thank you for responding! That's exactly what I see and why I reported it. IMDB's response made me feel like I was going crazy.

If this isn't allowed, I wonder why this contribution was declined as being factually incorrect. Don't they see this on their end?
