Let me restate your question:

When you do the following advanced search, CM101MMXI Fundamentals (2013) [http://www.imdb.com/title/tt2592910/c...] has the best user ratings.
Highest Rated Documentaries With User Rating Between 7.0 And 10 and At Least 1,000 Votes

You question the validity of this being the most highly rated documentary.

When one looks at the ratings page [http://www.imdb.com/title/tt2592910/r...], there are a number of things that look odd.

* 85.5% of the votes are 10s.
* Only 27% of the votes (7016 out of 25877) have demographic information.
* 97% (6837 out of 7016) identify themselves as non-us voters.

CM101MMXI Fundamentals (2013) is a Turkish film. This may simply be a matter of enthusiastic nationalism, enthusiastic fans or it could be an example of vote stuffing. Without access to the raw data, its hard to tell.

This probably warrants someone from the IMDb staff to look into this further.

Just looking it over there is a thread on this here:

Which suggests two things:

* There has been a concerted effort to vote stuff.

* This is the video of a stand-up routine, so isn't a documentary, see for example:
http://www.imdb.com/title/tt0285893/

What it actually is, remains to be seen - if it was released on DVD then it is a video, if broadcast on TV then it is a TV special or if it was broadcast in cinemas then it is a film. This suggest it got a theatrical release:
