Broken link for graphic?

Am I the only one seeing this?



If you try and look at the link to the image you get: 400 Bad Request. It looks like the image was deleted or moved.

It's basically on any edit. There used to be a blue circle with a question mark in it so that you could get help about the section you are editing.

It's basically on any edit screen when you have made a change or have it open to change. This is happening on my desktop using Chrome.
