Can films that are cancelled/stuck in limbo get a place in IMDb?

This is a list of films in development, which are either on standby or are cancelled.

Do the cancelled and in-development films still earn a spot on IMDb? Maybe the cancelled films can't because they're nipped in the bud (no matter how interesting they could be), but the films that are in pre-production for an extended period of time could be kept around as long as possible.

In case of canceled productions, only those which were confirmed filming are eligible. As such unproduced productions which have no footage are ineligible. 

A lot of projects which are in development are actually on IMDb already, it's just that some of them are only listed on IMDb Pro, as in-development projects sometimes do.
