Can I get writer credit for spec projects in script stage

I noticed several screenwriter colleagues are adding their spec scripts to filmography and taking a screenplay writer credit for the project being in the script stage. Is this acceptable? Also, for awards section, is it smart to add your screenplay contest wins to this section? I like the idea but not sure how that is looked upon. Thanks all!

In-development titles can be submitted to IMDb, to do so please take a look at our help center which explains a little more about submitting them.

If you're to submit an in-development title, you need to make sure you provide sufficient information for our editors to review and confirm it exists. 

Regarding your award question, you can submit screenlay contest wins to the events like any other category type, make sure to check out our awards guide:
