Can I submit trailers as the completed project?

I am putting together a team to create a bunch of trailers for movies that will never come out. We are a team of writers, actors and production crew who will create an online channel with trailers as the final work of art, sort of how Quentin Tarantino and Robert Rodriguez had between films in GrindHouse. I just read your rules for posting and saw under "Online Content" that: An online video is not eligible for listing if it consists primarily of footage from another title which is or could be listed in IMDb unless the creation of the video displays a level of artistic merit or can be considered of public interest. Trailers are not eligible for listing.

I'm wondering if there's some flexibility with this. Thanks

Short answer (Pun intended) yes.
They should be classified as shorts

To add my five cents as a fan of such genre as fake trailer: there are quite a few examples which one can refer to while adding fake trailer short films. Some of my favorites:
