Cannot vote for this short movie

There is no way I can vote for http://www.imdb.com/title/tt5564510/reference

It doesn't show the 'star bar' which you use with other entries on IMDB. Tried different browser, tried even a different OS, but still no way to vote

While Comrade Crunch (2016) had its Production Status set to Released on Mar 17, 2016, no actual Release Date has been entered. Therefore, IMDb assumes that it has not been released yet, and will not accept Ratings.

Once a Release Date is submitted and accepted, IMDb will open the Title for Ratings if that date is not in the future.
