Cast ordering for foreign animation with english voice actors

Recently, I watched a couple of French cartoons and noticed that the credits seem at least a little odd to me. I couldn't find this in submission guide, so I thought I would ask.

What is the correct ordering for the credits for these films? Is it the credit order for the original language followed by the credit order English dub actors? Should there be multiple actors listed for each credit position? (I.E. a french #1 and an English #1?)
