Changing the main image for a title

I've only changed or added a few main images for titles, so I'm not sure which is the best way to do it yet, which is why I'm here.

I added a new photo for Brexit: The Uncivil War (2019) around 3 months ago, and suggested it as the main photo as it's a British film commissioned, funded, produced, first broadcast and owned by the UK's Channel 4 network.

The main photo shows the American title Brexit (2019) as it's being distributed by HBO in the USA.

However now I've just noticed that "image change" suggestions don't appear in contributions, and the image still hasn't changed yet.

Tonight I've added 2 images to the BBC film Hawkins (2001) which is titled Hawk (2001) for some reason, even though it's listed as Hawkins in the few places I can find it, apart from IMDB. Some of the places which have it titled as Hawkins include the BFIBBC Genome, and the website of the films writer Steve Attridge.

The 2 images are from VHS tapes.
The 1st one I uploaded was of the front cover.
And the 2nd one I uploaded was of the front and back cover.
It's decided to use the image with the front or back cover, rather than the one with just the front cover which would be much more appropriate as the main image.
I've tried reporting the main image a couple of times, but it hasn't given me an option to suggest a new main image.

So now here are my questions:

1 - How long does it usually take for a "main image change" suggestion to be accepted?

2 - Does IMDB always use the image which is uploaded last as the main image, when they're uploaded at the same time?

3 - Why does it sometimes let you suggest a new main image after you've reported the original main image, but other times it doesn't?
Do you have to select a specific reporting option?
I haven't seen any images which need removing yet, so I don't want to select an option which will get them removed from IMDB altogether.
I want to select an option which will give me the option to suggest a new image, without affecting the original.
Basically I just want an easier way to suggest a new main image with the correct title (and original network if available), clearly visible.

Hi Daniel,

Thanks for your message. In terms of the Brexit: The Uncivil War the existing image is more of a poster than a DVD box image from the UK, therefore it is more in line with our policies to have that in place as the primary image.

I've also taken a look at "Hawk" / "Hawkins". Based on the BBC genome link I've amended the primary title to "Hawkins" and changed the alternative title to "Hawk". I've also amended the primary image and removed the duplicate as well.
