The second link is working as it should. The first link ignores the "count" restriction.

Control over the "count" parameter is not an end user feature, sorry.  This parameter is really just intended for use via the advanced search form on http://www.imdb.com/search/title

Any number less than 50 is rounded-up to 50; the only supported values are 50, 100 and (in compact mode) 250.   The fact that 97 (and any number from 51 to 249) also works is merely a happy accident :-)
