You can't rely on anyone else to submit updates to TV shows - on the most popular, it is safe to assume someone is on the job, but for anything other than that then you should add the updates yourself.
Unless you have and the question is about a submission that has yet to be accepted. If so can you provide the reference numbers?

Well OK, the answer I gave still applies, just swap "TV shows" for "movies".
And giving more information would be handy - are you inquiring about a submission you've made or just making a general query?

The film out on november 1. Why is not open for rating?
That would be because no one have added "November 1" as the release date for the movie. As such, the movie is still listed with a "in production" state, and will stay in that stat until someone adds the release date.

Or you can fix it. As I say in my first reply - don't rely on anyone else to submit edits that you can do.
The information on IMDB is crowdsourced, so there is no one sitting around fixing data, they rely on other people to submit it and they process it.

Here's the thing; I don't know anything about the movie, nor do I have anything but your word for it that it was actually released on November 1st. It's not that I don't believe you, but like you I'm a normal IMDb user, and I don't go about doing updates to titles I don't know anything about or have verifiable sources for the information I add. I don't even know which country the film was released in, or if it was a nationwide release or a film festival showing, or similar.
But if you know for sure that it was released on November 1st, and have sources for that information that satisfies your own needs of assurances, you are free to add the information yourself. It's quite easy to do; just click the Edit page button at the bottom of the title page, find "Release dates" on the list of available fields (listed in the sectoin "Basic Data"), select "Add 1 item", and click Continue at the bottom. Then add the release date on the next page, with the appropriate country it was released in, and, if it wasn't a nationwide release, the appropriate attribute, like "(limited)" or "(Name of Film Festival)".
