Hi Rahul -

Currently only votes from regular IMDb voters are considered when creating the top 250 out of the full voting database.  So if the title is not included in the Top 250 list, it's likely that there were not enough regular IMDb voters.

You can find further information about the Top 250 list and what votes are considered on the following Help page: https://help.imdb.com/article/imdb/featured-content/why-doesn-t-a-title-with-the-average-user-vote-o...#

I know about the 'votes from regular IMDb voters’ criteria. Lets assume half of the votes for this title aren’t from regular voters, there still would be 25,000+ votes from regular voters for this title to be in Top 250; unless there are less votes from regular voters then the non-regular ones, which seems highly unlikely.

Hi, Rahul.
Instead of assuming, it's better and easier to check the results:
https://www.imdb.com/title/tt4430212/ratings

May be 5.6 is much more than enough for such movie. Who knows...

Hi,
Where does it shows the number of regular voters on that link?
Its a non-english language movie. Its bound to receive low rating from top 1000 voters, majority of which must be native English speakers I assume again, and don’t know the Hindi language spoken in the movie.

Lets take a look at some non-english language movies that are in Top 250:

La Haine (1995):
https://www.imdb.com/title/tt0113247/ratings
IMDb rating: 8.1
Rating by top 1000 voters: 6.9

PK (2014):
https://www.imdb.com/title/tt2338151/ratings
IMDb rating: 8.2
Rating by top 1000 voters: 5.9

Neon Genesis Evangelion: The End of Evangelion (1997):
https://www.imdb.com/title/tt0169858/ratings
IMDb rating: 8.2
Rating by top 1000 voters: 6.2

Rang De Basanti (2006):
https://www.imdb.com/title/tt0405508/ratings
IMDb rating: 8.2
Rating by top 1000 voters: 5.3

So yea, you definitely don’t know.

Rahul: There are some important aspects of the IMDb rating system that are kept secret, such as who counts as a regular voter. Only the IMDb staff are supposed to know how that works, so I don't know either. This secrecy is intended to to deter people from trying to manipulate the rating system and rankings.

But since we don't know who counts as a regular voter, we can't assume that as many as half of the voters were regular voters. For all we know, it might be significantly less than half of them.

Rahul:

Sure I don't know, because I'm not the IMDb staff or official rep. It is clear from the the official guidelines:

Those are linked for you above by Michelle, Official Rep.
Where it is stated
...only votes from regular IMDb voters are considered when creating the top 250... This explains why movies or shows you might think from their averages ought to appear on the list yet do not actually appear there. To maintain the effectiveness of the top 250 lists, we deliberately do not disclose the criteria used for a person to be counted as a regular voter.
I was hoping you read the links that other people kindly provide to answer your questions...

If you believe that tradition must be ruined for you personally, please explain why because I also could be interested in some kind of information. Personally.

If you cared enough to read my reply above, you’ll see I mentioned that I know about regular voters criteria. Quoting the same thing again just makes it redundant. Also I never said to ruin any ‘tradition’ for me, but wanted a sensible explanation, which clearly you didn’t give.
You only posted that top 1000 voters demographic which I proved is irrelevant.
Saying you were slower to explain the thing..buddy you are just making a fool of yourself.

Rahul, your statistics and one-way style of communicating remain the same, but you succeeded when trying to abuse others. Hope this makes you a little clever? Sorry, no evidence.

Hi.
The statistical data of the voter breakdown is irrelevant. That in misinformation.
Your assumption of registered users if flawed.
There is no way to look at the statistical breakdown to determine the actual numbers of registered users.
Also your assumption that it must be "Half" of the votes is just that. An assumption. Not a known "Fact"
Hope that helps.

To everyone pointing out the regular voters criteria,
guys I know about it, and as i already said, a title having more votes by non-regular voters then the regular ones is hard to believe, unless an official rep confirms this is the case (of course I'm not entitled to it). So unless you a have different take on this, quit beating the drum.

That "Likely" should have been "Just" instead. It's what she, (if you'll excuse the obvious pun here!!) likely meant!

IMDb also adjusts the weighted rating used for the IMDb Top 250 based on the number of votes from regular users. IMDb may also do other statistical adjustments to reduce the effects of campaigns to elevate or degrade the rating for a film. IMDb does not disclose any algorithms to counteract the effects of vote stuffing.

Bayes estimator - Internet Movie Database (IMDB)
https://www.fxsolver.com/browse/formulas/Bayes+estimator+-+Internet+Movie+Database+%28IMDB%29

https://en.wikipedia.org/wiki/Bayes_estimator

Description

In estimation theory and decision theory, a Bayes estimator or a Bayes action is an estimator or decision rule that minimizes the posterior expected value of a loss function (i.e., the posterior expected loss). The Internet Movie Database has used a formula for calculating and comparing the ratings of films by its users, including their Top Rated 250 Titles which is claimed to give “a true Bayesian estimate”. As the number of ratings surpasses m, the confidence of the average rating surpasses the confidence of the prior knowledge, and the weighted bayesian rating (W) approaches a straight average®. The closer v (the number of ratings for the film) is to zero, the closer W gets to C, where W is the weighted rating and C is the average rating of all films. So, films with very few ratings/votes will have a rating weighted towards the average across all films, while films with many ratings/votes will have a rating weighted towards its average rating.

FWIW, Drishyam is a title that is constantly just in or just out of the Top 250: https://250.took.nl/title/tt4430212
(as it happens, since a day, it is back in again, for however long it'll take this time: https://www.imdb.com/title/tt4430212/reference)

So part of the explanations is, that among the "regular user" votes, the average rating is slightly lower than what appears on the title page. Currently the title page shows 8.3, while the Top 250 shows 8.0, and 8.0  puts it at (sometimes under) the cutoff for the list.

Awesome Top 250 history site, Marco! Glad I was following this thread.

bderoes,

I started compiling this list on 05 Sep 2011, but abandoned it on 17 Oct 2015. Marco told me about two of the sites that I cite in the list.

All Films that have Appeared on the IMDb Top 250
https://www.imdb.com/list/ls003569487/
This is a list of the 883 films that have appeared on the IMDb Top 250. It is sorted by order of first appearance and then by rank at the time of first appearance. The list of films is current as of October 4, 2015. The data for each film is current as of September 9, 2011. More current information can be found at the sources listed below.
