Since it's on IMDb, I suppose you're wondering where to find a print of the film itself.
My favorite sources are through eBay and iOffer. And on Ebay you can save the search in case someone posts it later. And/or you can try to find sellers who offer old titles there, and contact them. On iOffer you can post a Want Ad. (I've never tried that.)
I haven't tried any of those sites that claim to stream almost every film, but want your email before you can see what they're offering. Nor have I tried the family of sites that has very bad consumer feedback, but seems to ship some titles they claim to have; they just tend to ignore customer inquiries, even when you give them $$ and get nothing in return.
I'm not finding your title anywhere at the moment.
You might want to try tracking down the 1 person who posted a review in 2003. I see some possibilities when I search for that user.

The reviewer lives in Sydney, Australia and is active in film societies there and is a filmmaker himself, though probably retired. He responded to the email, saying "There is a battered Sixteen millimetre print kicking about here. I presume
Gladys McConnell is the young teacher. If her grand daughter were to show up in
Sydney Australia I imagine we could arrange a screening. Does she have any
memorabilia? Photos, press books?"
