I can't speak for IMDb, but I would guess that they don't have any plans for that. Considering the capability has been there since almost the origin of the site and they still haven't done it. It probably just introduces a whole bunch more problems that they don't want to deal with. Trolls and people breaking community guidlines are already an issue in message boards without the ability to include images.

When IMDb first implemented the message boards, they allowed users to post external images to be posted. However, certain users posted some extremely graphic Not Safe For Work (NSFW) images. The message boards also also experienced severe performance problems and would frequently crash. The ability to post images was removed around two to three months after the message boards were implmented.
As RbDeraj points out, many of the message boards are infested with trolls and other sociopaths that violate IMDb's Terms and Conditions on a regular basis. Based upon previous experience, IMDb is unlikely to allow external images to be posted. There is a remote possibility that the may allow internal images to be posted.
Regardless, an authenticated user can post links to images on the IMDb message boards even though the image will not be displayed.
Note: I am a long time user of IMDb, not a staff member.

I suspected something like that. As I read your reply and the reply of the user above, I realized that at this very moment there are several users on several boards I frequent who have been using their accounts specifically to post very graphic pictures. A particularly nasty one is photoshopping the heads from people's avatars onto the bodies of naked people.
