Duplicate Boston Legal images, but they both have to stay, right

If I understand correctly, even though these two pics are identical in all respects, neither can be deleted?  If one can, which one?
If from doing a lot of reading, it would be because two(or more) different actors submit it as a pic.
I think I might finally understand this a little and will just leave it at that.

Out of curiosity, shouldn't their name tag shows "locked"? At the time I posted this I wasn't aware of names showing locked.  I've looked and no names in either image show locked.
So other than a good guess, what's a reliable way to tell that one or both of these images are locked?

Is this because the owners of the IMDbPro name pages have uploaded the images they can't be deleted. As far as I know IMDbPro name pages can't be populated with tagged images unless the owner of the page uploads the image.

I've gotten tags added to IMDbPro images, if I recall correctly.

That is the reverse question. Movies tagged in images uploaded through IMDbPro show up in the movies' image galleries. People tagged in images uploaded directly to IMDb title pages do not show up in the people's image galleries, unless the upload was through IMDb Title Scorecard.
