He's the worse from a pure historical perspective (and he's the only real-life character)... but you wouldn't be so sure if you had seen all the films.

Inspector Lau Kin Min, Sometimes, Mou gaan dou is on the Top 250, but never permanently, I guess that it has a worldwide impact since ti was adapted in 2006 by Martin Scorsese.

Captain Andrew Russell in Lagaan

But those three aren't as popular as the rest of your list.

Obviously, the real-life Hitler is far worse than the others from the list, but in the movie, he was romanced/humanized. 

 Based on the movies (I haven't seen Oldeuboi). I would say Captain Vidal is the worst.
