I always thought the old lady in Everybody Loves Raymond was meaner than the old man.

No one comes close to matching Louis de Palma, but Kotter's Principal Woodman can flesh out the list. Same for Carl Reiner as Alan Brady on the Dick Van Dyke. Show, and Jane Lynch's Coach Sue Sylvester on Glee.

really? Bernadette has admitted sabotaging her co-workers, lied to Leonard that Penny called him a "p@ssy," insulted Stewart, is mean to employees she is in charge of, lies, etc.

I feel like Bernadette has a sweet personality overall, and has moments where she is mean or rude, not the other way around. Though, I guess she changes a bit in the later seasons and becomes more of a bully, especially towards her co-workers.

yes, she started out naive and innocent, and her voice also wasn't so high. They made her mean as the show went on.

Beverly Hofstadter is not simply mean. She is cruel to her son as she treats him as a test subject in a psychological study.
