Is there a way to get Imdb IDs (eg tt0060109) from the datasets or an API? (logically by using a film's title)

"The data must be taken only from the plain text data made available from our FTP sites. You may not use data mining, robots, screen scraping, or similar online data gathering and extraction tools on our website. If the information/data you want is not present in the data files available from our FTP sites, it means it's not available for non-commercial usage."
I find it hard to believe that plain IDs are not available for non-profit sites. Is that really the case? It's so basic. One can't really do anything without them. I'm building a film list of several thousand titles and wanted to add links to Imdb for each. Also, those IDs ARE available in the downloadable rating list. So why not in the other lists?
I don't want to resort to a third party program/service and, anyway, if we can't obtain these IDs legally, how can they?

Is it okay to use it?
