Famously, Peter Sellers walks on water at the end of Hal Ashby's BEING THERE (1979), but he wasn't claiming to be Santa; he is just a kind of holy innocent. The claiming-to-be-Santa scenario belongs to MIRACLE ON 34TH STREET (several versions), but could you possibly be confusing them?
P.S. How old is "old"? B&W?

Ah, well maybe I'm wrong. But I remember a plump, rather shabby old man at that walk on water scene (which happened at night, in a bay or waterfront something, police or other people chasing him, watching in disbelief).
MIRACLE ON 34TH STREET is a great movie also, but not it.

That sounds really interesting. When you say "old", how old do you think it is? Pre-1960s? Post-2000? Could it be a TV movie? Was it in colour?

It sure was BW. Other than that I'm not sure. the movie kinda goes toward that everyone (and us) believe that he is a fraud. and the final picture of him standing (or walking) on water is a surprise and the final blow of the movie. I think he saved a child from drowning or something.
