Because I have not seen one movie with a 10 star rating

There are titles with perfect 10 ratings, but most of them have very few voters. There is one title with thousands of votes which still has a 10 average, but whether the rating is reliable is another story.

Why? Because there are people like me on this site who assign a 10 to only a fraction of a percent of the films I've seen. I've rated 3700+, and given 12 of them a perfect score.
In high school, 90% was still an A, so 9 is excellent, and 10 is (near) perfect in my book. (Really none of the 12 are perfect either.)
On the other end of the spectrum, I've never given a 1 or a 2, and only one 3, because I can't sit through a movie that bad, and I don't think I should rate anything that I didn't view. What if it suddenly got better after I quit?

The 2 films you cite are in the Top 250, so maybe you're asking for an explanation of that methodology. At the bottom of that page it says:

- Shorts, TV movies, and documentaries are not included
- The list is ranked by a formula which includes the number of ratings each movie received from users, and value of ratings received from regular users
- To be included on the list, a movie must receive ratings from at least 25000 users
