First of all, IMDb users cannot directly create polls. They can, however, suggest a poll by creating a list on IMDb and posting the poll suggestion on the IMDb Poll message board (http://www.imdb.com/board/bd0000088/threads/). Before suggesting a poll, I strongly recommend that you read through a few of the threads on that board to get a sense of the process of suggesting and maturing polls for consideration. I also recommend that you read learn how to create polls on IMDb, which I am quoting directly below:

IMDb is pleased to offer a large number of polls on movies, tv, characters and people.

You can make one of these polls and share it with other users! It's easy and fun.

IMDb Polls are built on IMDb Lists. Poll administrators can create polls from these lists and share them with other IMDb users.

Steps:

1. Create an IMDb Account and Log into it so you are recognized by IMDb. If you're not logged in already, click Login in the upper right and follow the instructions. If you are, your name will be in the upper right of IMDb pages. You can use your IMDb, Amazon, Google or Facebook account - all are equal for this purpose. It's probably best to stick with one so you don't accidentally end up with multiple accounts and get confused where your lists (and polls) are. To post the boards and to make lists you will also need to authenticate your IMDb account http://www.imdb.com/help/show_leaf?boardsauthentication.

2. Create an IMDb List and add your items by going to http://www.imdb.com/list/create with your entries (up to 35).

3. Post it as a suggestion to http://www.imdb.com/board/bd0000088/threads/ with the title Poll Suggestion <pollname>. Note: right now we can only run polls on titles, characters, people, and images, not videos! Keep the poll (list) titles short and punchy. Make it clear what question you are asking the user to answer! It's ok to have long descriptions.

4. Be Original and Creative. We already have a way to rank a name (director, actor, etc), so a poll like What's your favorite of these films of Director X; are largely redundant. Look for less obvious, more imaginative and creative options. In particular characters do not have these rankings today so polls involving characters are always novel. Example http://www.imdb.com/list/JcOoj6c6Kuc/. Do your research! Try googling for site:imdb.com/poll your poll title here to see if someone has already done your poll.

5. Be Inclusive We are generally avoiding running polls of the form Choose among my personal Favorites of ..... A poll entitled Great Organized Crime Films of the 1970s should include The Godfather (1972) even if you are not personally fond of it. As a poll/list author you are balancing objective completeness/entertainment value/succinctness.

6. Future Proof Your Poll Consider a title that for the list/poll that works days, weeks, months,years ahead.

7. Backlink to the Proposal For Discussion In the list description, add a link to the discussion board thread where you propose the poll. You'll have to propose the poll via the discussion board, then get the permalink to the thread, then re-edit the description. Example:

8. Need more inspiration? If you need further inspiration, we encourage you to go through your favorite old Daily Polls http://www.imdb.com/poll/questions and old poll board messages and (with proper attribution) make it possible to list them as polls in the new system. You do this by making them lists and letting us know through this board.

9. Incorporate Advice! You may get feedback on omissions, corrections. Incorporate as you see fit (we suggest you take this advice seriously). Advice from staff or poll admins is probably not optional, depending on its nature - there are certain structures that simply cannot work as polls. If you get no feedback - probably not an interesting poll! If you ignore reasonable feedback, then it's unlikely we'll run your poll. While we are able to make minor edits and additions to live polls, you should not depend on this and strive for a complete, accurate poll from the start.

10. Edit! Does your poll have too many items? Read http://www.imdb.com/board/bd0000088/flat/219849919?p=2&d=222109102 #222109102.

11. Wait. Your poll may be selected as a new IMDb poll. Or maybe not. But even if it is not, your post will remain on the poll board and other users may vote on it with their comments.

12. It's Live. Change your Poll Suggestion <pollname> on the boards to Live Poll: <pollname>.
