Date of birth: August 12, 1953
Date of death: February 4, 2018
She was also known as Teddi Siddall.
I believe that she was a registered member.
News of her passing appeared on IMDb from March 27 to April 13 when for some reason the date of death was removed. Teddi sadly has passed.

Even though there is no obituary or press release for you sister's death, California would still have a death certificate for her. You could provide an image of that death certificate to IMDb.
Although, you could post an image of your sister's death certificate in this thread, given the sensitive nature of your sister death you most likely would not wish to do so.

When you are logged into IMDb your user name is located in the upper right hand corner of most IMDb pages. This is an example:
Clicking on your name brings you to your profile page. The link for your profile page contains your user ID. This is a link my profile page:

The processing times for death dates is currently 7 days. I will monitor IMDb's page for your sister to ensure her death date appears.
Again, my condolences on the death of your sister. I hope that we can resolve updating your sisters death date soon.

Thank you for your comment. However, this does not address the key problem that Stephanie faces. IMDb originally listed the death of her sister on their name page for her. The date of death was removed, probably because there was no obituary or press release they could use for confirmation. Without proof of death, IMDb staff is unlikely to accept a user submission for the death. IMDb does not want to wrongly report the death of a person listed in their database.
I've asked an IMDb staff member to provide additional guidance.

Just to follow-up and clarify further, the death date was not approved because we were unable to verify the source provided within the original submission. As Dan mentioned above, we will need to verify the date before we can have it listed on the site, I noted some details in my above reply concerning what sources we are looking for.
Death date submissions are reviewed privately by IMDb staff only, you are welcome to upload your documents to a secure site and provide us with those secure upload links in the submission form for our staff to take a look. Unfortunately, as Dan noted, without proper evidence we cannot approve the information.

I've posted a note to an IMDb staff member. I'm hoping they can provide further guidance.
If the Facebook account is your sister's Teddi Siddall (AKA Theodora Siddall Cole) official Facebook account, IMDb staff may accept it as evidence. The same would probably apply for official Facebook accounts for her agent or well-known person.
