Try this:

First, search for movies that are rated R or NC-17:
http://www.imdb.com/search/title?certificates=us:r,us:nc_17&title_type=feature

Then edit the URL, and add an exclamation mark (exclusion operator)
preceding the word "certificates".
http://www.imdb.com/search/title?!certificates=us:r,us:nc_17&title_type=feature

That search lists movies that are not rated R or NC-17.

Note:  There is a problem with the sorting options in this type of search.  If you click any of the sorting options, then the system will modify the "us:r,us:nc_17" value of the certificates parameter, replacing the colons with other characters, and then the exclusion won't work properly.  You will then need to edit the URL again to restore the colons.

Thank you so much, that looks like it will work.  Did not think of that.  Great idea!
