How does this happen? 3 actors ordered and the cast is "complete"?

This shows a pretty serious bug in IMDb that it allows someone to mark the cast complete where almost none of the cast is ordered? Can IMDb either fix this bug or reach out to whoever mark this cast complete and explain the meaning of "cast complete"? This makes it hard on me, who will complete the cast, to actually do so as I will get a warning box for any new cast member.

Based on your screen grab I can see that you are referring to an episode title listing for Stargirl. Can you confirm which episode title of this series you are referencing?
