How to make sense of a "filmed and edited by" credit when camera and editor credits are already given

I'm adding an episode of a factual documentary. Here is a section of the credits:

It has explicit credits for two Camera crew (whom I've put in the Camera / Electrical Dept with attribute "camera") and an Editor (whom I've put in the Editor Dept).

But what about the "Filmed and Edited"? Am I right to add this person as an additional entry in both the Camera Dept (with attribute "filmed by") and the Editor Dept?

I presume the two people listed as Executive Editor are "editor" in the sense of deciding policy on what should and should not be included (like a newspaper editor) as opposed to someone who makes the artistic decisions on the cutting together of film/video, and so should be listed in the Producer Dept.

We could wager to guess that the cinematographer of that picture was Edmond Saunders, who was also an editor or an assistant editor.

Hi Martin,

If there isn't an additional cinematographer mentioned somewhere within the credits on screen I would treat this as a cinematographer credit with an attribute (filmed by). I would also add an (edited by) credit to the editor department.

Thanks for that advice. I've made those changes to this and another episode with similar credits.
