How do I tell IMDb that tt1028478 and tt0072065 are the same thing? One is an episode of a television series, the other is a television film.

These cases are unique and a little complicated, so bear with me. Normally when there are duplicate titles listed on the site a Title Merge is required, as GMJ mentioned, however, this is a unique scenario and will need to be handled differently.
We will retain the stand-alone TV movie title listing, as it was the first release of the title. However, rather than merge the duplicate episode, instead, to ensure that the episode listing for the "Sierra" TV Series remains comprehensive, we will list "The Rangers" as a shell episode which will direct users to the original page for the TV film listing.
That being the case, any credits associated with the TV movie title should not be duplicated on the shell episode page, as that would cause the same roles to appear multiple times on the cast and crew members' pages. The same goes for any goofs, trivia, plot information etc pertaining to the TV Movie - they should be reserved for the main page only.
Therefore, the shell episode page will only include certain information redirecting to the TV movie page; the plot will need to link to the TV movie that the episode is showcasing. Eg "This episode focuses on the themes of xxx and showcases the film.... " and then qv link to the title, a Movie Connection should also be used to link the episode to the TV Movie page.
With all that being said, I have made the changes mentioned above, so there are no further updates that need to be made. The applicable title changes will be live on the site shortly. Cheers!
