If you're an actor, it might be possible arrange for a frame capture from a movie, television series or video game that you visually appear in to become your primary photograph, but the criteria for this is unspecified anywhere.
It may happen when an actor is tagged in an image uploaded directly to a title's gallery.
I'm not so sure the source is accurate, but perhaps there is an occasional glitch in the system.
I mean no offense to anybody, but there is no absolute guarantee that the source is accurate on account of that. I think, what may be the issue is that images uploaded before a certain date will conform to the old convention which perhaps does not conform to the source's claims.
