I can't rate titles

Whenever I try to add a star rating to a title, it doesn't seem to register. The meter pops up, the stars fill up to where I land my cursor, I click, but get no indication that the rating actually stuck, and when I refresh the page to check the rating is not registered. I've tried refreshing, restarting my browser, switching to a different browser, and each time I'm logged into this account. Why can't I get this to work?

Which browser are you using on which system?
I've seen something similar when I try to rate titles on the iPhone using their regular browser (not the app) because it's difficult to accurately select the star that you want

Tried it on Firefox and Chrome and I got the same results. I'm on a Windows laptop.

UPDATE: I opened Internet Explorer (something I try not to do) and my voting works there! so at least there's a short term solution. Still slightly puzzled about why it won't work on my main browsers, though.
