I entered a duplicate entry ticket and it was declined because they couldn't verify it.

I entered a duplicate entry ticket for Legacy (#200502-093850-627000) and it was declined because they couldn't verify it. How could the person not verify when If they go to where the duplicate is at they will see an almost identical entry, maybe one or two words different.
