Hi! I'm losing my mind trying to find out a title of forgotten movie.
I remember precisely only one scene:

One guy (probably a gangster or weapon dealer) is presenting the hi-tech
shoulder launched rocket.

During the presentation he is launching a missile and hitting random airplane which was just flaying at that time to high altitude.

The movie or maybe episode is rather old, I thing 20+ years.

suggestion for you would be to search YouTube for clips of rocketlaunchers shooting down planes and variations of same. I did a brief search and found several but not necessarily the on you are looking for. Good luck.
