i need list of all the titles with MODE(average) rating 9 or 10(separate for each number).

if there is a way to make such a list instantly. 
in addition it should allow sorting in every possible way most importantly by number of votes.

I'm not certain what you are asking.

Mean - The average, which statisticians call the mean, is the sum of the votes divided by the number of votes.

Median is the middle vote.

Mode is the most common vote.
