I haven't watched this movie since I was a prepubescent child and don't remember what happens, but this movie immediately came to mind for some reason: Population 436. The town's population has been at 436 for over 100 years, and I believe they kill people to achieve that
Thanks for the reply. It is not the film I'm looking for although I have seen Population 436. The movie I'm looking for is more recent, I haven't seen it, just the trailer and it looked very good. It's independent and probably low budget.
