I saw a Christmas Film as a child - It was late 1970s/early 1980s, The plot went something like this:
There was a large Department store with multiple levels (floors) and next to this was a small toy shop where an old man? made wooden dolls/puppets/stuffed toys (cant remember).
At night when the shop closed the toys would become alive and they need to get to the top of the department store on Christmas eve to get to Santa' Sack before Santa flies off arround the world to do his deliveries. The toys have to overcome some obstacles, one of which was an evil witch who tries to stop them going up the escalators to the next floor up and so on.
I saw this once and always hoped it would come on again each Christmas - but it never did. It could have been a made for TV movie but I remembered it being pretty convincing.
Would love to see it again .....
