I've been a member since August 2011, but the tenure badge says 4 years. A week or so ago the badge said 4 years and 11 months, so I'm guessing something went wrong adding the last month.

To clarify, the tenure badge went from 4 years and 11 months to 4 years, instead of 5 years. Seen as it's August 2016 and I've been a member since August 2011, the 5 years have been completed.

The 5 years will be completed on the exact date:

Suppose you joined on, say, the 15th (or whichever day) of August 2011.
Then on that exact date in 2016, the badge should change to say 5 years.

But yes, until then it should have continued to say "4 years, 11 months".
It should not have reverted to just "4 years".   That must be a bug.

Interesting corner case. 
It's actually triggered when you are between the calendar definition of
5 years and 5 * 365 days (leap years can mess this up). We've rewritten the period formatter and added a bunch of unit tests to eliminate the bug.
