Please keep in mind that the Horror Genre is subjective. For the title "Jaws" in particular, the "Thriller" genre is more applicable to the film than "Horror", as the film narrative is fear based and contains more sensational or suspenseful scenes.

Arguably one of the greatest and most influential horror movies ever is not a horror movie on IMDB. While movies like Sharknado and its own sequels Jaws 2, Jaws 3D are horror movies...

Plus, it has many other characteristics of horror movies, such as jump scares, an intense soundtrack and gore. Heck, an entire generation and more of aquaphobia has been attributed to this one movie.

Even the Jaws theme song is considered as the most iconic horror theme song...
Here is a quote on why Jaws is a 'scary movie' taken from this article where they ranked Jaws as the 5th scariest movie of all time.
https://consequenceofsound.net/2018/10/the-100-scariest-movies-of-all-time/full-post/
"You know why Jaws is scary and why it deserves a spot on this list: the music, the economic use of the shark, the power of what you don’t see. But we so rarely talk about how damn pleasant Amity Island looks, and how that’s scary. Outside of the opening death of Chrissie Watkins, every shark attack in the film takes place in broad daylight, among plenty of swimmers, sunshine, and Fourth of July festivities. It conjures what looks like the happiest place of the 1970s, until that dorsal fin cuts through the water, crystal clear, to remind you that, in any great horror movie, terror lurks right below anything that’s pretty. Not that I’d want to go in the water at night, either." –Dan Caffrey
Another great quote taken from this article
https://www.pastemagazine.com/blogs/lists/2013/10/the-8-most-iconic-horror-theme-songs.html
"Two single notes never did as much work as it did when queueing up the intro of the ocean’s scariest predator. The Jaws theme, written and conducted by Hollywood legend John Williams, is (and will remain) one of the most recognizable, horrifying clips of music for decades to come. It’s also a great ringtone for fielding calls from the in-laws. And for those arguing that Jaws isn’t a horror movie—people are chewed to death by a giant (real-life) monster. Blood goes everywhere. Screams are had. It’s a horror movie."
