Keyword rejected, no reason captured

I tried to add the keyword kidnap-victim to the second episode of The Rookie called Crash Course. There are actually two kidnapping victims and the escape of the first leads to the rescue of the second. It seems this should be a valid keyword. There don't seem to be any other keywords this would conflict with even though it only has 1 title. Why was this rejected?
