Currently the Message Board Etiquette page is buried deep inside the help section where no-one can actually see it or know it's there. My suggestion is that there should be a link to it on either the menu bottom right when you view the message boards or on the Board Terms and Conditions page.

I think that's a good idea.  (Upvoted!)

BTW, here is anecdotal proof that some users don't understand the Etiquette requirements:

Today I replied to a longtime (7-year) user who claimed that the Etiquette rules
were not really rules at all, but merely "requests" that "none of us [users] signed onto."
That's nonsense.

In my reply to that user, I pointed out that the Etiquette page itself clearly states that violations "will result in removal of your posts and/or your posting privileges,"  indicating that these are not merely requests but requirements.  Every user should understand that, but some don't.

I agree with what you say however I would add that at the moment the page does somewhat contradict itself in wording since it then says at the bottom

Once again, please be aware that the above are just general behavior guidelines
Really the latter statement should be either changed or deleted.

^  Yes, but the statement you mention has the following context:

"... please be aware that the above are just general behavior guidelines and that we reserve the right to remove postings at any time at our sole discretion."

(The boldface emphasis is in the original text.)
You say part of that statement contradicts the mandatory nature of the
guiidelines.   But if correctly interpreted in context of the complete statement,
I don't think it contradicts.

It may be worthwhile for IMDb to reword the statement
to avoid misunderstanding and misinterpretation.

I still think it contradicts. the second part of the sentence doesn't really alter that. I think definitely it should get reworded.

I also believe this would be helpful and "Liked" your idea.

I also believe that new authenticated users must click a box that they have read and agree to follow Message Board Etiquette and Terms and Conditions of Use.
