lots of top 250s have tiny number of votes. a number of famous deserving films are not there.

shouldn't imdb consider a film before including it in top 250? i mean lots of them have tiny number of votes or to old to be enjoyable. a number of famous deserving films (e.g. black swan) are not there.this formula is not working fair.

IMDb's Top 250 is meant to represent the opinion of REGULAR (definition purposely not provided by IMDb). In order to qualify a film must have at least 25,000 votes. Films are not excluded simply because of their age or any other factor , in order to fairly represent the views of those REGULAR voters. The age of a film does not, in my opinion, make it any less enjoyable and often the older films display a level of creativity that is remarkable.

It actually has the OPPOSITE problem, where a new film comes out, people go nuts over it, it goes high on the list, then the hype settles down and it drops way down if not off entirely.
