Message boards: why wasn't this tackled in a more logical way?

Instead of removing message boards entirely, thereby destroying a whole mine of movie-related information, why didn't IMDb merely restrict the boards to those who have been members for a specified period of time? By only allowing posts by those who have been members for more than a year, for example, the whole problem of trolls would have been eradicated. No troll would want to wait 12 months before posting.

And any troll who would have had their account deleted would have to wait a further 12 months before they could start trolling again. It's unlikely that they would bother.
