Justin Bieber: Never Say Never with a 1.7 with 60,000+ votes does not appear on the list. Links have been provided below to show the issue. Wondering if this is a site update problem or if the bottom 100 is largely ignored for other features.

Interesting! There used to be a caveat on the "IMDb Charts: IMDb Bottom 100" that "only votes from regular voters are considered." I suspect that is still true.

More telling is the ratings page:

One possibility of why this film is not included in the bottom 100 is that IMDb does not classify it as a feature film.

I too am disappointed with their maintenance of this list. I couldn't
find Titanic II in the imdb bottom 100 movies. The lowest ranking film
there got 1.8, this movie is even lower (1.6/10 from 7,067 users). I
wrote to them, "It was  rated by well over 1,500 users, so what gives?
They had to work very hard to make such an awful film, why are you
denying them the recognition they deserved?" and how am I going to find
the worst entertainment available if they don't maintain this list properly?
