The American Film Institute released its inaugural 100 Years ... 100 Movies list in 1998. The list spawned a dozen other top 100 lists over the years and a revised 10th Anniversary Edition in 2007. An anticipated 20th anniversary list could include new films from the past decade or previously overlooked classic movies. AFI used a panel of 1500 cinephiles to choose 100 American films based on critical recognition, award wins, popularity, cultural impact, and innovation to film. Your Movie Ratings

I would be all for many of these making the cut, but for now I'll say The Lord of the Rings: The Return of the King (2003) considering FOTR is already there at #50 and many (including myself) consider ROTK to be the strongest of the trilogy.

I would agree. in some cases, like the the one you cite the best movie of series is not the one that tops these types of lists. More often, than not, the "original" is the best, but sometime this bias toward the first overshadows the movies that do break the rule.
I agree, all should be in the conversation. I also agree more than one deserves to make the cut. The tough choice is for every movie that deserves to make the cut, you have to take a movie out. Personally, I could see at least a dozen changes. Plus, I thought the original AFI 100 list was more on the mark than the AFI 10 year anniversary list.

I wanted to suggest this a while back but I didn't know exactly on which basis I should select the movies, but then I realized that some movies made many AFI's list without making the Top 100 Movies and it was crazy.
Take the Exorcist, a classic among the classics:
It's the 3d movie in AFI's Top 100 Thrills
It's the 9th movie in AFi's Top 100 Villains
Highest-Grossing film of 1973, Golden Globe Best Picture Drama
And a seminal horror classic
... and not on Top 100 (Alien would be a similar case, also in the Top 10 of two AFI's list)
If I had to name 5 glaring and incomprehensible omissions, it would be:
The Exorcist
The Sting
Back To The Future
The Great Dictator (one of the most historically significant movies ever made)
Unfortunately, The Birth of a Nation
and I don't know why they removed Fargo

I agree, I find the disconnect perplexing to some degree for the two top 100 lists.
Even though, I can understand that critical and pop favorites are two different animals. There still should be a group of movies that both groups can agree on that are universally regarded as great. I also thought greatness should be timeless.
So, I found the amount of change from the 1st AFI 100 list to the 10 year anniversary list surprising. Even though, it wasn't the same 1500 "movie experts" it still was a panel of same type of people( industry types, film historians, critics, etc.) that a third of the list changed.
Based on the criteria for AFI's Top 100 American films based on critical recognition, award wins, popularity, cultural impact, and innovation to film, I concur on The Exorcist (Movie Meter#1516), The Great Dictator (Movie Meter#3256), and The Birth of a Nation (Movie Meter#8814) would seem like gross omissions. To a lesser extent, The Sting (Movie Meter#3114) and Back To The Future (Movie Meter#338) can make a case. All of these movies prestige, I think suffer greatly from their currently popularity overshadowing their established credentials.
