Trying to find name of movie I watched in the 70s: pretty sure movie started with a bunch of kids running around playing, all dressed similarly. They single out a boy and girl leading us to know they are in love. Then a man comes for the boy and tells him it's his time to be born to parents on Earth separating him from the girl but they find each other years later as adults in their lives on earth

Could be two:
MADE IN HEAVEN (1987) - http://www.imdb.com/title/tt0093467/reference or
CHANCES ARE (1989) - http://www.imdb.com/title/tt0097044/reference .
I keep mixing them up, but they both have that romance/reincarnation theme. Could you be a decade out in your timeline?

One more try: maybe a version of Maeterlink's THE BLUE BIRD? I've never seen it, but there was one made in 1976: http://www.imdb.com/title/tt0074225/reference . There is a segment involving children about to be born, but it's a stretch. Did you see it on TV? Odds are it was an earlier version (Shirley Temple was in one: http://www.imdb.com/title/tt0032264/reference). Colour or B&W?
