I tried to change the runtime of Murder by Numbers from 115 to 120 minutes, but my submission was declined.

Why would anyone think that the DVD and original theatrical time would be any different (outside obvious things like director's cuts and other editing which Murder By Numbers doesn't have)?

Max. The 2 USA sources are 121. The BBC has it at 120. And Deseret which IMDb would not consider a trusted source most likely has it at 120.
Your Evidence is shall we say, inconclusive.
The DVD is what it is.
So nothing matches.
The two US sources however are written the same day as the official release of the title and more than likely are using information from a press release packet.
They would be more likely to be accurate.
At least that is my 2 cents.
Resubmit with the Baltimore Sun and Washington Post Links @ a 121min run time.

DVD back covers should never be trusted (alone) when it comes to running times. I didn’t find any confirmed info about the running time of the US DVD (NTSC, which is very close to ”film” running time).
I only found exact running time from the Australian release (region code 2/4, so identical disc is released in Europe inc. UK et ). But that is PAL, so it has ”PAL speed-up” ( https://thisorthatedition.com/pal-spe... ).

Vudu and Amazon both list a 120 min. runtime. There's no evidence to suggest that the theatrical cut is any different from the home release.

If you submit 120 it will be declined. Your own research leads one to 121 minutes as being correct at the time of release. IMDb will use YOUR research of the two news articles dated the same day of the release as proof positive that the run time is 121 min. What it is now is irrelevant.

Max, one tip for running times is to find a source that also list seconds. Like checking/watching the actual film from some streaming source, checking the actual running time from DVD/Blu-ray/UHD, seaching the reviews or sites likes DVDcompare that list the exact running time etc.
Of course there can be PAL and NTSC differences (as said before), but NTSC and PAL refer to standard-definition video formats. With HD/4K/film (Blu-ray/UHD and probably most bigger streaming sites at the moment) that really won’t be an issue.
Some films can also have different production company/distributor logos depending on the country/region/area (films can be distributed by the different companies) before the film that can be part of the running time. 30 second - 1 minute differences (give or take) are not that unusual.
