Up to a few days ago, I had no problem when accessing my personal ratings via the public URL http://www.imdb.com/list/export?list_id=ratings&author_id=ur22605384 – now I'm getting a 404 unless I'm also logged in in the browser. I confirmed with friends that a) they also have this problem and b) can still access my ratings as long as they are logged in with their IMDb account.
This is a tremendously huge discomfort as I'm quite dependent on that CSV export working.
Could you please confirm whether this is a bug or intended behavior to force people into using accounts? I would dislike the latter very much, as I'm using that URL for private scripting and this would unnecessarily complicate things. If this is intended, please reconsider or at least update documentation and user interface (404 is not the correct HTTP error in this case!) to reflect the new policy.
