Who is actually in charge of pages on imdb? I went to a page in search of a list of NC-17 movies and the first page 46 of the 50 aren't even NC-17, 41 on the second page,. How can someone be able to create a page with falsr titles?

That's not a user list, but a list created by a search of the site. I notice, looking at American Psycho, which displays an "R" rating, that it also has:

USA:NC-17 (original cut)listed. This is what, mostly likely, is causing it to appear on a list of NC-17 rated films. Note from your link that it searches the "certificates" section, which is where this NC-17 rating is displayed.

http://www.imdb.com/search/title?certificates=us:nc_17 is a list generated from the database, so it is supposed to be correct, although I agree with you that it isn't currently correct.
The reason that films such as The Godfather: Part III (which was rated R, not NC-17) are showing up on this list of NC-17 rated films is that there is an entry in the database that the film had NC-17 as its original rating. (See http://www.imdb.com/title/tt0099674/parentalguide.) Even though the film apparently had to be edited to secure an R rating from the MPAA instead of NC-17, the film never was released with an NC-17 rating, and the MPAA's official database at http://www.filmratings.com/ lists the film as being just rated R, with no notes to indicate that it was ever rated anything else.
I would like the IMDb staff to comment on this and advise whether these "original ratings" under which the films were never released should be listed in the Certificates section (and thus clutter up lists like the one you are asking about), or whether it would be better just to mention them as Trivia, if at all.

I love that, "mention them as Trivia" idea. Keeping them out of the section might be the only way, for now, to keep them out of the search, so it'd create a way to keep the mention of them, but not affect searches.
