Need the occasional exception for old movie release year

#190423-143514-388000 done partially, needs editors' improvement. 

When correcting the wrong original name for https://www.imdb.com/title/tt0059655/, I pointed out that 1987 (its first public release) is set as the title year. According to the main rules of IMDb, there is no way for a contributor to set any year previous to first public release. That is why the detailed explanation was provided by my side:
...It was released in 1965 (https://www.imdb.com/title/tt0059655/trivia) for the censoring department of Soviet government, but since that time this movie was forbidden by Soviets for public until 1987. Following the "Years and roman numerals" section of IMDb rules (https://help.imdb.com/article/contribution/titles/title-formatting/G56U5ERK7YY47CQB#), this movie is an occasional exception because "there is a long gap between the completion of a film and its first public release it can be more representative to list the year the film was completed so as to more accurately reflect the title on the associated cast and crew name pages."
The above explanation is totally ignored. Please change the year to 1965.
