New movies rating system

Hi.
 From some time already I'm wondering who decide about initial rating for new movies. Just came across this title, Z-O-M-B-I-E-S 2, had 0 votes and a crazy rating 9.4/10. So I checked details, IMDB got no info about director so far, he hasn't made anything memorable by now either and at least they've got already pictures of most cast of that movie, not like in some cases where actors are so new that next to their names are only blank icons.. So how come it start with so high score?? Now, if it's not worthy of that rating, people would have to vote with lower score that they would give it, just to bring it down to value it deserves.

It aired yesterday, and now has 91 votes and a director listed.
 I see only 1 actor (on the title page) without a thumbnail image, and that only means that person has not paid for an IMDbPro account and uploaded an image. She has more than 20 credits dating back to 2006, so she's not "new".

Because you didn't include any screenshots, your question, that a 0 vote title had an average rating, is now unsubstantiated.

That movie was just most recent example to my question. When it aired it had 9.4, at the time I was writing my post was down to 8.2, now even less. Looks like my browser got stuck at some point, because now I can see all the actor have images of em, except that one. Still, there's no bio about director at all and I've never heard about him or any actors before. And it was just example of high ratings of new movies with 0 views that I've seen recently, which make me wonder who deciding about it. I think initial score should be from 1st person that actually watched it. Obviously if person like this specific movie gender it'll be higher than from others and that's fine. But in my opinion giving new movies such high score is misleading. That's all. IMDB is my only website to use when I'm looking for any information about movies and I'm relying on it when choosing what to watch

No one is the ratings police except IMDb.
IMDb can detect the pattern of what you just suggested and wipe any attempts at vote manipulation.
So go ahead waste your attempt to manipulate the vote. It will be compensated for by way of a secret algorithm that is employed by the database.
Vote what it deserves. Attempts to vote a title with a one when a score is that high will trigger the ignoring of your vote.

You misunderstood me completely. I'm not suggesting that votes are manipulated or I'm doing it. Never voted so far, don't have even account there. As I mentioned above I'm just using IMDB as only website when it comes to movies. My point was only to find out who decides about initial rating, when it's posted and has 0 views so far, as it may be deceptive. For example, title I used had 9.4 with 0 views. Lets say 1st person who seen it and who like this movie genre will think it's bad and give it 3.2. Average from it will be 6.3, which is still high and may not represent how good or bad this movie really is. The more votes the more accurate rating will be of course, but at early stage rating may be deceitful.
 I'm surprised with what you've wrote at the end. Never thought about it. I guess in most cases if someone voting on movie with quite opposite number, that it actually has that could indicate manipulation. But there may be cases when someone's taste will be so different that his/her vote will be much different than others, but truly representing their opinion. I bet you can name at least few titles which reached Oscar nominations at least that were really controversial in reviews

It has 0 "REVIEWS"
Nothing misleading.
There is NO SUCH thing as an initial rating.
Ratings are not tabulated whatsoever until there are 5 votes cast.
