I recently attempt to remove a gap in episodes for Star Wars: Rebels Season 1 which has episodes 11 and 13 but no episode 12. Episodes 13, 14, and 15 should be moved down a slot in to episodes 12, 13, 14. They were all declined with this message:

First of all, I already checked the box "provide an explanation...." on the original edits stating exactly the same as above. Second, you cannot resubmit the edit until 2 weeks later "to give processing time" which is nonsensical sense it has already been declined and needs no further wait for processing. This should all be easily "verifiable" by looking at the list of season 1 episodes and seeing that there is no episode 12 despite no break in the dates between episode 11 and 13!
