Ryan: IMDb is fundamentally a title-based database. This means that, generally speaking, a person doesn't get added to the database unless and until they have an eligible credit in a film, TV show, video, or videogame that is listed in the database.
If Charli Howard has a credit in a title that is already listed in the database, you can submit her credit to that title. Or if she has a credit in a title that ought to be listed in the database, but isn't listed yet, you can submit that title to the database, and during the submission process you can include her name for her credit in that title.
If she has a credit and you need advice on how to get it listed, please provide all the details -- for example, what title it is, the link to it if it is already listed in IMDb, and what her job was on the production.
The only way she could get an IMDb page without having a title to be credited on would be if she were to pay for an IMDbPro subscription, which includes IMDb Resume service under which a person can get an IMDb page without having any actual credits yet. If she is credited in a project, then she would likely be listed on IMDb. The database is title-based, not name-based. So many names on IMDb are connected to a title.
