I understand that you were probably aiming movie-exclusive poll, but there are also TV series... Kilgrave from Jessica Jones (2015) even won the recent poll as the greatest MCU villain.

There are a lot of MCU villains if we calculate both movies and TV shows. I am planning to add the major villains from only the movies, so that we can use this poll for many years in the future.

It was never confirmed, but character was obviously based on an actual Marvel Comics villains, who crossed paths with Howard - Thog a.k.a. Overmaster.

for me the top 3 villains in MCU movies are 1- Thanos, 2- Zemo -  from Civil war and 3 - Ultron.  Technically now the winter soldier is not a bad guy/villain now since he is now helping the good guys so to speak so perhaps replace him with perhaps Obidiah Stane which was the real bad guy in the first IRON MAN movie not the TEN rings which were just hired by Stane ok,
